The Site Security Manager has responsibility for the security of all client personnel and operations in their designated site. They will lead, administer, command, coordinate, prepare and train a team of static security guards in order to achieve this objective.
 
Mission
To manage static security operations in such way as the safety of client personnel is assured consistent with GWGS’ obligations to its client and with due regard for the safety and security of assigned GWGS personnel and assets, for project timeframe, budget, scope of work.
 
Key Tasks and Responsibilities
The routine tasks and responsibilities are as given below, though these may be adjusted from time to time on instruction from the Project Manager.
 
Operational Delivery

  • Lead and direct the guard force in accordance with the site Security Plan and assist in the assessment or risk and development of the plan.
  • Conduct training as specified by the Client’s training directive to ensure that guards comprehend their role, their responsibilities as security officers and are competent in the use of equipment assigned to them.
  • Ensure that all members of the guard are fully appraised of the prevailing threat and that they are prepared for incidents arising in compliance with Standard Operating Procedures.
  • Ensure that all members of the guard respect International Humanitarian Law and International Human Rights Law in all aspects of their work.
  • Liaise between the guard and client personnel; the Site Security Manager assumes the role of first point of contact for any issues arising within the guard force.
  • Maintain standards of performance of the guard force across the wide range of disciplines inherent within the guards’ primary function.
  • Maintain accurate records for all training conducted and ensuring that guards sign individually for training received.
  • Brief clients about issues concerning their security.
  • Conduct performance appraisals of all the guard members

 
Minimum Qualifications

  • U.S. Citizen
  • Former Public Safety/Police, Military or International Security Operations experience no less than a combined total of five (5) years
  • A minimum of three (3) years’ experience conducting security operations a conflict environment
  • Five (5) years supervisory experience to include management and supervisory responsibility of more than fifteen (15) people.
  • Fluent in the spoken and written English language.
  • Able to accurately and concisely write reports of serious incidents and communicate in writing other documents such as Site Security Analyses and Risk Assessments
  • Able to develop, amend and describe to others Standard Operating Procedures appropriate for the threat level and force protection level
  • Able to communicate verbally in a concise and professional manner
  • Demonstrates a strong ability to read and understand intelligence reports
  • Demonstrates the experience and interpersonal skills to direct multiple and diverse security teams and operators
  • Demonstrates the skills to instill confidence and commitment during stressful situations
  • Demonstrates the communication skills necessary to brief an audience on issues related to security
  • Preferred, certified project management professional (PMP)
  • Willing to work in a high threat environment and sometimes in austere conditions
  • Must possess a minimum of twelve (12) years of experience as a military officer or non-commissioned officer (NCO) (at US E-6 or above or equivalent), or equivalent law enforcement/armed commercial guard force supervisory experience.
  • Experience may be gained in the employ of any national, state, provincial, local, or commercial entities providing armed high threat protective services that require skills similar to those identified in the PSS or guard training courses
  • Experience must include physical security, access control, and force protection, and must be similar in complexity and scope to the specific requirements of the contract
  • Possess a current U.S.-adjudicated Secret security clearance

 
Security Personnel Minimum Qualifications
In addition to the specific requirements of position descriptions for key and other personnel, all personnel must meet the following minimum qualifications and certifications:

  • 5 years security experience (civilian or military) with minimum of one year high threat experience. National Guard and Reserve time only counts for periods deployed on overseas missions.
  • Unblemished background and ability to pass a background check for disciplinary, criminal and credit issues
  • Able to communicate clearly and concisely.
  • Able to write incident reports, policies, procedures and conduct after action reviews.
  • No record of human rights violations, acts of terrorism, or history of substantiated
    legal/ethical/moral violations while serving
  • No resignation or retirement in lieu of disciplinary action
  • Excellent health and ability to pass a law enforcement physical, physical agility evaluation and psychological evaluation
  • Ability to pass PT qualification course upon arrival in theater as defined by Client.
  • Able to qualify with a 9mm semi-automatic hand gun, M4 rifle, and AK-47.

 
Definitions:
As relates to this contract, the following definitions apply:

  • High threat is defined as any location or circumstance where there exists significant, imminent risk of death, serious injury, or abduction, and/or no significant rule of law.
  • Supervisory experience is defined as one or more of the following:

    • Holding a military rank of officer, warrant officer, or non-commissioned officer, equivalent to US Marine Corps grade E-5 or all other US military services E-6 or higher.
    • Holding a federal, state, provincial, or local law enforcement rank of Sergeant or higher.
    • Supervising a minimum of five (5) personnel in a direct reporting relationship.


  • Protective security experience is defined as armed personal bodyguard, convoy, or motorcade protection experience.
