Project Manager - Saudi Arabia

My client, who is a major telecoms provider, is now seeking a Project Manager for their operations in Saudi Arabia, you will be reporting to the LOA3+ Programme.
Primary Objectives and functions:
The Project Manager (PM) will be responsible for the management, control and monitoring of this element of the LOA3+ programme, throughout all stages of the project lifecycle from design through to implementation, customer acceptance and technical transfer into operational use.
Summary of Duties and Responsibilities:
To deliver the project(s) in line with the customer's key success criteria, namely delivery to specified performance, time, cost and quality, which entails:
• A full understand of customer requirements with the aim of meeting or exceeding major milestones.
• To manage the customer expectations by reflecting them in a clear specification baseline, reporting accurately and capturing any variations through the project change control procedures.
• Develop an excellent working relationship with the customer through trust.
• Anticipate and be proactive to control all relevant project activities and finances.
• A disciplined approach to ensure effective project planning and control.
• Ensure risks are defined, acted on, maintained and reported against.
• Act decisively and communicate effectively.
• Successfully apply lifecycle management.
• Regular reviews with senior staff on the progress of the project and the associated business aspects.
Contact with Others (Internal/External/Meetings):
This role resides within the LOA3+ IPT and reports to the LOA3+ Programme Managers' office. The PM will need, also, to deal with on a day-to-day basis members of the UK MoD team located in Riyadh and SANG military officials at all levels.
Judgement/Decision Making Authority (Specific Responsibilities):
A dedicated Project Officer will support the PM in the management and control of the project.
Additionally, through matrix management, the following personnel will provide support:
• Integrated Logistical Support (ILS) Manager - Support and ISRM issues.
• System Design Authority - overall system design and professional engineering function.
• Installation Design Authority - all aspects of installation design and implementation.
• Engineering Design Team - design, testing, acceptance and documentation production.
• Quality Assurance - Site Supervision, Acceptance and Technical Transfer services.
• Project Planner - Documentation control, programme planning, report correlation and Sales and Orders forecasts.
• Finance - all aspects of project financial accounting.
• Commercial - all commercial aspects associated with the project.
• Information Technology support.
• Operational, Maintenance and Training - support on all in-service needs.
Recruitment Specification (Knowledge & Experience):
Qualifications.
• Degree in electronic/ telecommunications or equivalent.
Experience.
• government military service/ civilian appointment.
• Extensive project management experience encompassing major telecommunication type programmes.
• Experience with dealing with military personnel and military type operational requirements.
• Proven track record as a team player and an effective manager of project teams.
As this role is based in Saudi Arabia, candidates must meet all of the minimum qualifications as they are not bound by UK or EU Laws, also individuals over the age of 50 will also not be considered for any of these roles.
