Licensing Interest

All,
Just curious what regulations and licenses that are required for work in Libya as small/medium sized security company. I know many find business partners with local companies that already have the licenses.
The RMC license in example Afghanistan with bank deposit etc is ridiculous high around 450 000 USD
But out of interest what is the license costs in Libya? Or if someone knows other countries in the region middle east and northern Africa. Lately more and more companies is getting operational licenses and just thought I ask if all of them are big player and have big wallets lol?

According to Decree No. 248 of 2012, foreign security services providers are barred from 
rendering services in Libya. The Decree was a response to the increased number of

and gas companies in Libya without a license. Some foreign security services providers 
operate in Libya in partnership with local companies. "

I know that cooperation with locals often is the case
However lately I have seen several statements from British and other national security companies that they are trading there thats why I thought I ask.
Often the COSTs are to high I know CRG even left Afghanistan due to high cost in 2011 or 2012
The early Days in Afghanistan and Iraq had no license demands or any requirement but its Always interesting to find out if a license is possible to obtain for a small business. Unfortunate small companies with experience cant while others with more funds to spend can.
