Special Notice
Appointment against this position is limited to the United Nations Assistance to the Khmer
Rouge Trials (UNAKRT). The initial appointment will be for a period of one year; an
extension is subject to the extension of the mandate of UNAKRT and/or the availability of
funding. Issuance of appointment is contingent upon availability of funds and extension of mandate.
 
Org. Setting and Reporting
Under the applicable law, and in accordance with the terms of the Agreement between the United Nations and the Royal Government of Cambodia, the Extraordinary Chambers in the Courts of Cambodia (ECCC) has jurisdiction to try senior leaders and those who were most responsible for the crimes and serious violations of Cambodian penal law, international humanitarian law and custom, and international conventions recognized by Cambodia, during the period of the Khmer Rouge regime from 17 April 1975 to 6 January 1979.
While the ECCC is established as a national Court, the Royal Government of Cambodia sought the technical assistance of the United Nations in operating the court. In Resolution A/57/228 and A/57/228B, the General Assembly approved the involvement of the United Nations and endorsed the agreement outlining the arrangements between the two parties. The United Nations Assistance to the Khmer Rouge Trials (UNAKRT) was established in 2005 to provide on-going technical, operational and logistical support to the Royal Government of Cambodia in all aspect of the Court's operations.
 
The position is located in the Security and Safety Section. The incumbent will serve as the supervisor of the Security Operations Unit and reports to the Chief, Security and Safety Section, or the Deputy Chief in his/her absence.

Responsibilities
Within the limits of delegated authority, the Security Officer will carry out the following duties:
Monitor, conduct, and coordinate the management of the Security Operations Unit and ECCC Guard Force. Oversee and monitor operations relating to access control and internal safety and security arrangements for the UNAKRT/ECCC buildings and premises in order to ensure continued effectiveness of all safety and security operations. - Assume responsibility for guard force management; monitor and evaluate office physical security measures, conduct security surveys of installations and facilities; and implement security arrangements. - Maintain updated directives, standard operating procedures and security personnel lists. -Instruct personnel in the performance of security services, including fire control and physical security for the premises, first aid procedures, use of equipment and operation of the automated alarm and video surveillance systems.- Advise and recommend security procedures for control of personnel, movement control of cargo and all other work related movement. Assign periodic and daily duties to security personnel, ensuring that posts are manned at all times;- Ensures that fire prevention devices and fire-fighting equipment are available on the premises; Maintain fire evacuation plan and conducts fire drills and training as necessary; Coordinate the UNAKRT warden system. –Monitor prevailing local security conditions and trends and advise UNAKRT personnel and eligible dependents; Liaise with the local administration, police authorities, fire services and other emergency services. -Report, and assist in the investigation of all security and safety -related incidents involving UNAKRT personnel and eligible dependents. - Supervise the issuance of building and parking passes, as appropriate. - Liaise with the local administration, police authorities, fire services and other emergency services. -Provides advice and training to UN personnel and eligible dependents on security matters, as assigned; -Train and develop security staff in areas of security operations, incident response, report writing, and investigation techniques. - Supervise all staff of the Security Operations Unit and conduct ongoing performance management. - Brief the Chief of Security on the status, activity and requirements of the unit. - Provide periodic reports and statistics to the Chief of Security. - Ensure that an efficient filing, storage, retrieval and secure system for documents are maintained. – Coordinate the preparation of Statements of Requirement and provide technical specifications for the procurement of security equipment. - Identifies gaps in existing capability and make recommendation for amendment where necessary. Ensure that proper distribution and good maintenance of all equipment and vehicles of the Security Operations Unit. - Communicate and coordinate with heads of other units and sections within UNAKRT and ECCC as well as local authorities on issues related to UNAKRT security operations. - Report for duty as and when necessary (on call). – Carry out all other duties as assigned by the Chief of Security.

Education
High school or equivalent diploma is required. Technical or vocational certificate in United Nations security, military or police procedures and practices is a requirement.
 
Work Experience
At least 8 years of progressively responsible experience in security management, military or police is required, of which
A minimum of two years of prior experience at a supervisory level is required
A minimum two years of experience in security operations centres or similar within a military, police or security organization is required; and
At least one year experience and exposure at the international level is required.
Work experience in the following areas is desirable: Experience in a tribunal or court setting. Experience in security planning, security operations, physical security, security administration, security risk assessments, standard operating procedures, coordination with local authorities and law enforcement agencies, emergency communication systems, and crisis management. Experience in Close Protection is an asset.
 
Other Skills
Security Officers are required to meet all UN firearms qualification and weapons standards in order to operate UN approved sidearms (Glock 9mm) and other weapons (HK MP5, PR-24 and/or ASP, OC Spray).
 
A valid driver's license is a requirement.
 
Certified training in specialized security practices and procedures is desirable. UN DSS certification in any of the following areas is an asset: Security Certification Program, Security Analysis Practice and Processes, Close Protection Officer Course, Security Investigations.
 
Languages
Very good working knowledge in spoken and written English is required; knowledge of a second UN language, preferably French, is an advantage. Fluency in the local language is an advantage.
 
Assessment Method
Qualified short-listed candidates may be requested, as part of the evaluation process for this position, to undergo an assessment exercise which may be followed by an invitation to a competency-based interview.
