I have just watched it 3 times. If you look closely between 15 to 17 seconds, you can see he flashes ID/warrant badge. The PPO spotted him right away and had enough time to asses if there's a threat.

I think you are right Charlie , he definitely showed the SS guy some sort of badge. It would make sense to have undercover operatives mingling with the crowds. Well spotted Wink
