The Pakistan Humanitarian Forum (PHF) is a forum of international humanitarian organisations in Pakistan – with current membership of 53 organisations. Broadly, its purpose is to enhance the coordination, information exchange and collective voice of INGOs operating in Pakistan to enable them to address the humanitarian, recovery and sustainable development needs of the country effectively and efficiently.

Safety and Security is a key Service of the PHF to facilitate improved safety and security risk reduction strategies for humanitarian staff, partners and assets in order to assist greater access to humanitarian and development Aid.

Norwegian Refugee Council as the PHF Management Agency:
The Norwegian Refugee Council Country Director, acting as the PHF Management Agency can make appropriate administrative decisions, in consultations with the PHF Chair, including those related to visas.

Head of Service Safety and Security reports to: PHF Head of Office / Country Coordinator



Job description:

Provide quality leadership, management and oversight of programme objectives and service quality
Contribute to strategic planning for PHF
Responsible for budget lines and financial management in relation to the safety and security programme
Supervise and mentor PHF Safety and Security Team
Develop policies and procedures for PHF Safety and Security
Establish a culture of leaning and excellence in service provision through open, consultative, coherent implementation and strategic programme development.
Ensure PHF Secretariat and Administrative Host Agency Policies are adhered to at all times by the Safety and Security team.
Develop a sound understanding of the mandates and activities of PHF members and of the wider humanitarian community
Be an operational and analytical focal point to PHF members, represent PHF to government, donors and UNDSS and UN agencies
Qualifications:

At least 5 years of experience in a security management role with humanitarian and/or development organisation including at least 2 years of field experience working in complex working environment. Experience in managing inter-agency coordination
Political/economic/social analysis skills
Wide and in-depth awareness of the current and historic risks faced by aid workers and related mitigation including awareness of current trends, technological tools (communication, GIS and networking platforms), relevant academic research, and operational and training doctrine (Interaction Modules, ECHO security reviews, GPR8, etc.)
Ability to objectively research, analyze and articulate the Pakistan political, social, and economic context.
Ability to successfully manage multiple priorities.
Ability to operate in dynamic and changeable complex operating environment.
Candidate should have excellent written, oral communication abilities and presentation skills as well as strong leadership capabilities, including diplomacy, discretion, decision-making and crisis management.
INGO leaders and manager with experience in managing teams in high risk areas and running programs are encouraged to apply


Terms of employment:
Commencement: As soon as possible
Contract period: 12 months with the possibility for an extension of this period
Salary/benefits: Competitive salary, as per PHF salary scale
Duty station: Islamabad, Pakistan
