PURPOSE OF POSITION:
World Vision (WV) is a Christian relief, development and advocacy organisation dedicated to working with children, families and communities to overcome poverty and injustice. WV is one the worlds largest INGOs with over 44,000 employees in 98 countries serving 100 million people annually; it operates globally as a federated partnership.
The Office of Corporate Security (OCS) provides support and guidance for all aspects of security management within the WV partnership and continues to develop the organisational capacity for assessing & mitigating potential security threats to WV staff, assets &programmes. The increasingly complex global security environment for World Vision and other relief/development organisations has led to a corresponding increase in exposure to security risks for World Vision staff and assets in a number of locations.
The humanitarian contexts that WV operates in are increasingly volatile and often prone to spikes of instability, in some cases INGOs are directlytargeted by various actors within the humanitarian space. Approximately 30% of WVfieldoperations are considered to be in Medium High Risk environments; the fluid nature of these operational areas often necessitates additional capacity to effectively manage the risk to WV staff, assets &programmes.
The Office of Corporate Security has been in operation for over 10 years but in the last 3 years has been significantly strengthened to contribute to a more positive security culture in the organisation and roll out a comprehensive security management programme.
The WVI Office of Corporate Security has the overall responsibility to provide security expertise, set security policy and standards and monitor compliance with those standards, both for WVI offices directly and in a broader sense for the entire World Vision Partnership. The Office of Corporate Security will also support security risk management, provide security training and support security crisis management. Regional Security Directors and National OfficeSecurity Officers will provide advice and support in security management at theRegional and National Office level in alignment with global policy.
The Director of Operations will provide leadership and management of WVs global security operational resources to ensure best practice security management across the organization. The role oversees the day to day security operations in WV operational areas by supporting Regional Security Directors (RSDs) and Regional line managers through matrix managementapproach. It requires the ongoing monitoring of medium high risk operations to ensure that WV has the capacity to effectively manage security risks. The position holder will be expected to competently manage critical security incidents at a global level.
The position will report directly to the Partnership Leader Office ofCorporate Security, but is expected to operate with high degree of autonomy.
KEY RESPONSIBILITIES:
Provide leadership and management of WVs global security resources and ensure best practice security management across the day to day operations of the organization.
To ensure that WV is effectively managing security risks inalignment with WV security Policy and Standards and that critical security incidents are responded to appropriately.
STRATEGY - 5%
Drive the development and implementation of global security management strategies. Ensure security management procedures are in alignment with WV Security policy and international best practice.
Collaborate with Regional Security Directors (RSDs) to ensure that the OCS security management strategy appropriately supports the regional operational program priorities.
OPERATIONAL SECURITY
Management - 50%
• Provide technical support to the Partnership Leader (OCS) and the Regional Security Directors (RSD) in the assessment of security risks and the development of security planning to mitigate assessed threats in WV operations.
• Provide support in the implementation of WV Core Security Requirements (CSR) development of operational security plans as requested by the Regional Security Directors and OCS Programme Manager.
• Work closely with Regional Security Directors and the OCS Security Analyst to provide independent assessment of Medium High Risk contexts and the application of WVs security risk rating system.
• Provide technical support to Regional, National Office line management and Support Office and Vision Fund entities as requested.
• Provide crises management support to Regional Security Directors (RSDs), Regional line management and Senior Executive Crises Management Team (SET CMT) as required.
Internal Liaison and Coordination - 20%
Regular liaison with Senior Directors of Operations (SDOs), Regional Security Directors (RSDs) and other key stakeholders.
Act as a strategic link for the promotion of security assessment & planning standards connecting National Offices, Regional Offices, Support Offices and Global Centre.
Regularly liaise with WV security network on emerging security issues and provide analysis on potential impact on WV operations.
Participate and actively contribute in the partnership forums, working Groups and networks related to security management.
Work closely with members of the Corporate Security team promoting mutual learning, support and accountability.
Provide guidance and line management oversight [that is alignment with OCS standards] to the Global Security Advisors and Security Analyst to ensure these roles provide security support to National Offices, Regional Offices, Support Offices and Vision Fund entities within the organisation.
Capacity Building - 5%
Assist in the assessment, development and implementation of global capacity building plan for security management based on collaboration with Regional Security Directors (RSDs).
Engage with Regional Security Directors (RSDs) and National Directors to raise the awareness of security management as per WV Corporate Security policies. Identify, share / facilitate access to security tools, resources and materialsas well as learning and support opportunities for Regional & National Offices.
These may include facilitating and conducting training, engagement of trainers, establishing institutional links, identifying opportunities for staff exchangeor mentoring.
Knowledge Management - 5%
Participate in the process of continuous learning on international best practice in security management & analysis and identify tools and processes that can be implemented into WV operations globally.
Encourage mutual learning on security management issues within the region and globally.
Assist in the facilitation of and coordination of global security information sharing forum/network that promotes the embedding of security information management into all layers of WVs programmes.
Facilitate the documentation of best practices and contribute to the community of practice and centre of excellence.
Quality Assurance- 5%
Review minimum security assessment & planning standards in WV operations that promote alignment with WV s Core Security Requirements.
Support and advise Regional & National Offices [including VisionFund offices]in observing the appropriate security reporting and standards in accordance with the country risk rating.
Support the Regional Security Directors and other key stakeholders in addressing ministry quality issues and needs related tosecurity.
External Relations - 5%
Identify and develop strategic regional & global security networks to share information on security issues affecting humanitarian operations.
Liaise with external security networks (UN, IOs, INGOs, Embassies, etc) and develop sources of information on global security issues and their likelyimpact on regional strategies and operations.
General - 5%
Support activities that will enrich and develop World Visions Core Values; Practice an inclusive leadership style that will be a role model for the staff team, peers and others.
Perform any other tasks assigned by the Partnership Leader.
KNOWLEDGE, SKILLS & ABILITIES:
REQUIRED:
Relevant bachelors degree in Security, Strategic, International Studies, or related discipline; or relevant work experience in the professional security arena (Military, Law Enforcement, or Emergency Services).
Sound knowledge of NGO security management processes. Solid understanding of the Security Risk Assessment process, security planning and crises managementin the humanitarian context.
Understanding of setting threat or risk levels for specific contexts, considering the strategic and tactical situation.
Excellent oral and written (English) communication skills Solid interpersonal, negotiating and networking skills Strong analytical, organizational and problem solving skills Ability to work under pressure.
At least 5 years experience in security management, ideally in the NGO or UN Security Management. Systems; or Military or Law Enforcement.
Must be willing and able to travel globally as required (estimated 33%) and be prepared to deploy to hostile environments.
May need to work with other virtual teams of different time zones.
PREFERRED:
Work experience on a global or regional level.
At least 5 years work experience with diverse team in a Non profit organizations
Experience in liaising with all levels of Government; IO & NGOs. Competent in the use of Microsoft Office computer programs including Word; Excel and PowerPoint.
