DIRECTOR OF OPERATIONS- IRAQ
Director of Operations and Security , Iraq

URC has an immediate need for a Director of Operations and Security for a large Primary Health Care Project in Iraq.
Role and Responsibilities:
The Operations and Security Director is responsible for coordinating all operational risk management activities, including security subcontractor oversight , threat assessments and mitigation planning, logistics and travel management, fleet management and servicing, housing and life support administration, asset tracking, and disciplinary issues. Key functions also include coordinating with SallyPort on developing and implementing all safety and emergency management plans, protocols and training, as well as acting as the focal point for emergency planning and response. The Director manages the team responsible for project operations, security, travel and life support, inventory, logistic support, including training and events’ logistics. · Manage within the field, and as a critical communications bridge and technical advisor to the Admin and Finance Director, COP and URC Home Office; · Establish effective travel and movement plans, ensuring resources are available and are best used to optimize program operations, and that standards (professional and contractual) are met to best protect staff and operations; · Coordinate with SallyPort to create a safety and security work-plan to ensure all risk management activities are mapped and addressed, working closely with subcontractor management teams to ensure services are provided in accordance with contractual stipulations, and industry professional standards; · Ensure that security subcontractor develop a servicing plan to ensure all vehicles are maintained, report and remedy any faults and accidents; · Create or review facility security and safety policies and practices to ensure that safe and effective operations are managed; · Responsible for housing and life support management, including resources and support staff, as well as remedying any issues for the program; · Coordinate international travel management issues, including pre-deployment packs and briefs, visa and entry controls, and induction training; · Responsible for asset management, including maintaining an Asset Registry, auditing, and reporting faults and losses through a proven logistics management system; · Manage all logistical subcontracts (including security), and overall safety staff, ensuring performance and contractual criteria are met; · Manage the risk treatment strategy, identifying operational, safety and security risks and implementing the associated policies, plans and protocols, advising both the home and field management teams of strategic, operational and tactical level risks and solutions, delivering well written reports, papers and documents to support effective management practices; · Act as a critical part of the Incident Management Team, and provide well-reasoned operational and emergency recommendations as a technical advisor to the program management team and home office, as well as weekly reports and emergency or incident alerts and notifications.
Key Qualifications and Experience:
· Related qualifications in operations management; · 3-5 years operational management experience, with programmatic management experience managing over 50 personnel; · Proven understanding of accounting and logistics; · qualified or proven instructor; · National level experience and knowledge, Preferred to have had experience within the country; · Weapons and first aid qualified; · Fluent written and spoken English; · IT skills, word, excel, power-point, access, Visio.
